Graves is a myth made flesh—an elder who refused every throne, turned down every Covenant, and made himself sovereign by force and principle. Rumored to feed only on the corrupt, Graves targets Kindred and ghouls who break their own laws, especially those who prey on the desperate. He has no domain by right, but holds several blocks with such brutal precision that even the Hounds don’t cross the border without backup. The Prince has granted him squatters rights so long as he does not draw the ire of Division 18. He is a tolerated menace.
