The Halcyon Executive Response Ordinance is a world recognized license approving an individual of using their powers as they see fit. Most super heroes own one granting them legal authority to openly use their abilities.
These licenses are backed Halcyon City and U.S. government, as well as all NATO countries. They are recognized in all countries, but due to different international treaties they provide different levels of authority based on location.
