- National Unity
- Rokugan must remain united against the increasing threat of foreign powers, the petty squabbling between the rival clans or rival lords have weakened the Empire at a critical moment. Now is the time to unite and stand together to prevent the foreign powers from using our divisions against us.
- Each person within the Emerald Empire fits into the Celestial Order from the lowliest merchant to the Emperor himself. National Unity must be achieved by directing the hearts and souls of all Rokugani towards remaining united behind our traditions.
- Preservation of the Imperial Peace
- Pursuant to the cause of National Unity the Imperial Peace must be maintained. Disputes between lords and clans should be mediated by impartial Imperial officials such as Emerald Magistrates whose loyalty is to the Empire first and foremost.
- Major clans should not be free to bully, coerce, or assault Minor clans with impunity and any disputes must be handled with mediation from Imperial officials.
- Violators of the Imperial Peace must be dealt with swiftly and decisively with a just outcome with respect to promoting and maintaining lasting peace.
- Strengthen the Emerald Empire
- The size, strength, training, and equipment of the Imperial Legions must be increased to properly prepare the Empire to resist any attempts by any power, foreign or domestic, from destroying the Imperial Peace. Modernization efforts should be made to maintain the armies of Rokugan in a state capable of defending the Empire. Particular attention should be paid to the weapons and tactics of the foreign powers.
- The establishment of an Imperial Navy, equipped with modern ships and staffed with well trained sailors in order to prevent the Empire from relying solely on the prowess of one or two clans for defense of the Empire’s shores and security of Rokugani ships on the high seas.
- Establish trade relations with foreign powers
- Despite the threat of foreign powers to both the domestic tranquility and the security of the Empire, trade relations should be established with foreign powers.
- Improved trade relations will strengthen the Imperial economy by allowing new markets for Rokugani goods to grow. Revenue from this trade will allow for funds to be used to strengthen the Empire’s defenses.
- Strong trade relations with foreign powers will prevent these foreign powers from uniting against Rokugan as their greed will stop them from unifying against the Empire.
- Reform the economy
- In order to remain competitive in trade against the foreign powers the Empire’s economy must be reformed in order to both encourage the growth of Rokugan’s economy and provide the means to tap into the increased revenue that increased trade will bring to the Empire.
- Funds gathered from taxes, duties, and tariffs can be used to improve the defense of the Empire, pay for the wages, training, and equipment of the Imperial Legions and Navy, and allow for public work projects that will improve infrastructure throughout the Empire.
