A Witch Hunter and Emerald Magistrate, Nisei was met in Ryoko Owari where he helped the magistrates defeat the oni. He had been tracking the Moon Cultists previously and after the robbery of their masks, followed the trail to the city.
When the large porcelain mask was discovered on the body of "O-sama", the leader of the Moon Cult that raised the zombies, he asked to take it with him in order to determine more about it and report back to the party.
