A Call to All Men of Virtue

With the rise of disorder within the Emerald Empire now it is more important than ever for all Shishi to step forward and offer their services to build towards a Greater Rokugan. Those acting with the sincerity of their beliefs must be ready to defend those beliefs with their swords.

I denounce the cowardly assassinations performed by these so called “Hitokiri” who have targeted defenseless merchants. These actions have been conducted without the mandate of Imperial authority and are unlawful and disrupt the Imperial Peace.

The Emerald Champion, in his wisdom, has established a Special Police force, the Kenjingumi, in order to help maintain the Imperial Peace. I ask that all Shishi support this new force and fill its ranks with those who are truly virtuous.

The days ahead are filled with uncertainty and darkness. It is up to the Shishi to be that light in the darkness and lead Rokugan towards a new dawn, to a Greater Rokugan. For the Empire. Long Live the Emperor.
