The magistrates sorted out what to do with the prisoners overcrowding the city jail. Eventually deciding to execute the leaders, brand the others and put them on forced labor, asking Governor Hyobu how best to put them to work for the good of the city.

Fires broke out burning what seemed to be primarily poppy fields owned by Shosuro Hyobu. There was some degree of confusion among the Thunder Guard with them fighting among one another, some having been claimed by others to have started the fires. A group rode off into the woods during the confusion.

Shrimp sailed past a half-sunken, burned-out barge with Sharp's livery. The sailors were trying to recover several bales of something from the water, but far less than a barge-load was floating around. Based on when he saw this, it was happening at roughly the same time.

The magistrates decided that, given the increasing unrest in the city, it might be wise to plan a trip into the Shinomen Forest to look for the Tanuki Clan.
