A large, physically imposing ronin and maho-tsukai. He has a distinctive tattoo on his neck, in a blackletter font the gaijin phrase "INFERIOR DONKEY".
He was evidently buying the kidnapped samurai from Kasuga Yumiko with plans to ship them somewhere.
During the fight to rescue the kidnapped samurai he was killed, apparently by maho, just as he was speaking the name Kitsu Sokori.
