Located not far off the coast near Samui Kaze Toshi, Kameyama Jima is small, but large enough for what is needed, serving as a sort of juncture point between Rokugan and the Gaijin. The island is home to a hundred Tortoise Clan samurai and over a thousand heimin, with quite a few in both castes showing the traits of gaijin blood. There are two ports on the island, one on the northern side and one on the southern.

The southern port is given over to the gaijin. Officially owned by the emperor, an enclave has been gifted to them and serves as one of the few licensed ports where gaijin are allowed to trade with Rokugan. In addition to shipping, an entire gaijin district has grown up within this limited area containing homes, businesses, and diplomatic offices among others. In particular, the head offices of the Merenaen Trading Consortium are located here. While gaijin are allowed to live within this area, travel outside of it is heavily restricted.

Goods brought in from that port are transported to a large village at the center of the island, where the materials are sorted and examined to see what is worthy of sending on to Rokugan. A small fraction of goods are allowed through to the northern port, where they are shipped back to Slow Tide Harbor and from there distributed for sale. Likewise, Rokugani goods that are desired in foreign lands, such as silk or pearls, are brought in through the northern port, transported to the central village, and then passed on the southern port to be loaded for shipment to the foreign lands.
