Despite its name, the Slumbering City is anything but quiet or peaceful.
It is known for three things: being a lawless den of criminals, being a hub of innovation, and the slumbering monstrosity it's built on that gives it is name.
The creature is kept asleep by means of an enchanted night-shroud, the keys to which are held by the powerful crime families that run the city, infamously including The Chimera Syndicate. It is the city's means of security and resources, as no other power dares to risk waking it, and its proximity ensures no competition for the rich resources endemic to the area. This has given rise to an unsteady peace within the city, the criminal aristocracy focused primarily on self-enrichment and avoiding mutually assured destruction.
Scavengers often spend time collecting shed scales from the beast, but harming it is considered sacrilegious, and is punished by creative means.
As only a limited amount of light is allowed, status can generally be inferred by the intensity or color of the lighting around a person or home.
