There is a lot of talk about who the toughest person in Base Camp is. That's a debatable point, and many people could legitimately clam the title, but it is without a doubt that the Halfling banker Poppin is the most likely to resort to violence first.
If that is a way to make people feel confident that their money is safe or because he is particularly hot tempered, doesn't really matter. Poppin is the only game in town. He came in with an Instant Tower, a pair of Ogre bodyguards and a willingness to lend cash and collect interest. Missed payments start with a polite note, followed by a visit by the Ogres, and if needed, Poppin himself will come to collect. No one wants that.
