Weather Changing, connected to Lightning, is a form of, well, changing the weather. It's very complicated, a middle to high level spell. Most mages can only cast it on a local level, mostly to help crops grow faster, though several battle mages have used it to obscure troop movements with one large storm, however, a moving localized storm makes it easy for enemies to spot you.
