Bluesky was a very small kingdom that survived by the power of its magic. It is the newest addition to Tiresia, and where they are developing the most powerful spells.
The Mage Tower was the political capital of Bluesky, and is now heavily guarded by Tiresian military. All the top wizards are trained there and work towards supporting the Empire's wars.
Telin Windress is the current Head Mage of Bluesky and is the only person known to have cast a 5th level spell.
The rest of Bluesky is immensely proud of its magic and has dozens of citizens who can cast cantrips. The rest of the country used to work to support the tower; now they support Tiresia as a whole, but are still the only place where specialized magical equipment is produced.
