The Army is a blunt instrument not fully fit for the modern day. To provide a scalpel to the army's hammer, the IIS was created as a sort of police / investigative force who could ensure imperial law was upheld throughout the empire. Th empire is a very big place, corruption and crime are growing rampantly, dangerous factions are plotting, and madmen perform arcane rituals in the dead of night. The IIS is new, poorly funded, chronically understaffed, and severely overworked. But a series of high-profile successful cases has brought this fledgling organization quite a bit of public acclaim, and the attention of more powerful adversaries. Members of this group are trained in imperial law alongside investigative strategies and self-defense.
