A wondrous item and a magic weapon.
Appears to be a mundane leather belt with an iron clasp. As a whip, it is long and made of leather. Thin silver strands appear to be pressed into it, and the handle contains an arcane inscription.
Effects
Upon cracking the belt, it transforms into an effective +1 whip. If the user is not proficient with whips, this act requires a DC 10 Dexterity check. On a failure, the whip will crack back at the user, dealing 1 damage. As a whip, it can be cracked back into a belt. Utilizing this transformation requires an action.
If the user misses an attack with this weapon, the whip will fly back and strike the user for one damage, and the user will experience a feeling that their father is disappointed with them.
