Harper Windel is the main Harper agent in the Moonsea, operating out of Madame Freona's Tea Kettle. While it's not a particularly guarded secret that Harper is a member of the Harpers, the information isn't necessarily common knowledge. Individuals of note, or prospective marks for the Harpers might receive an invitation to visit with Harper Windel to a lunch at the Tea Kettle. While operating in Phlan, Windel has focused her attention in circumventing and attacking the corrupt elements within the Black Fists, as well as combating organized crime within the New City.
