Not much is known about this strange person with a thick French accent who simply appeared in town one day and never left. Rarely seen away from the mall parking lot, he always wears yellow tinted aviator sunglasses and is never found apart from his chihuahua, Bibi, who is always in his coat. Nobody knows if Arthur is crazy or just always drunk, but he often talks to the dog, quite energetically, and at times, even fearfully. Residents have noted that he allows nobody to pet Bibi.
