Demisiosa was an old Sapphire Dragon that had succumbed to the psionic influence of Bhaal'ross, causing her to use the formerly peaceful organization of the Farwalkers to do the bidding of the old god in the region. Her psionic will caused the dark water phenomenon to plague Stormhaven and the surrounding cities.
