A Order of Helm, that swore to diminish the danger and threat caused by unsupervised mages and sorcerers. Founded in 1360 mainly to shelter the common people from the aftermath of the Time of Troubles, it quickly evolved into a order suspicious of arcane magic. The misuse of arcane magic should be punished with the full vigor of the law. No one should be able to endanger thousands of people on his own.
Mages and mage guilds grow wary of this order in 1365, when they declared, that every wizard, sorcerer and warlock should be supervised by vigilant watchers, and everyone who refused to comply should be regarded as danger to society and treated as such.
