The Linh Thiêng Council

The Linh Thiéng Necrocracy is a branch of Su-an Toan's government. These are the key decision-makers of the country, who provide advisement to the sovereign and vote on the implementation of new laws and policies.

The council is split into three groups: The representatives, the Hallowed Vessels, and the Necrocracy.

The Hallowed Vessels

These individuals are selected not as key decision-makers, but rather as representatives of the dead, as well as the deceased souls that provide their service. Through specified rites and rituals, these individuals allow their bodies to be used as vessels for these souls, who can be consulted as apart of the council.

The Necrocracy

The necrocracy refers to the souls that have been chosen to provide their services after death. Exalted individuals can be assimilated into their ranks upon their death; these are usually rulers and council members who were praised for their service to the country, as well as military leaders, philosophers, and academics. Anyone with significant contributions to the good of Su-an Toan could be offered a place within the Necrocracy.
