The Kingdom of France has as its sovereign, de jure, Louis Napoleon. However, in truth, it is the remnants of the republican state machine which really control the nation; the French Parliament and the French Army, as well as the worker's unions which were formed and consolidated in its communist era. The current France was established in the Second Treaty of Versailles, at the demand of Germany, which saw marriage between house Hohenzollern and house Bonaparte as the best way to maintain peace. A very obsolete ideal. The country's current leadership, led by Prime Minister Charles de Gaulle, is fiercely independent and has managed to keep France as a great power despite being utterly defeated in both world wars.
