Oceanyka is in a tough situation where it has ample munitions, heavy weaponry and excellent crews but is missing in significant quantities an important good: electronics. Without these the production of fully modern weapons and guidance systems is nothing above decent. Fire control systems have been hit hard as these are heavily dependent on electronics, specially over-the-horizon range guns like the 46cm Type 94. With recent production increases more ships, especially those of the Red Navy, are being fit with proper FCS.
