Around the world there exist a number of prison islands, which isolated from the eyes of the press and human rights activists, become some of the most brutal and hellish man-made horrorscapes, where the State dumps its most dangerous and hard-to-control convicts. The most famous of these are Devil's Island in French Guyana and Alcatraz in California. But neither of these come close to the totalitarian aura which emanates from the Curtis Island Isolation Centre, the Oceanykan Federation's maximum security prison. Located on a deserted island in the middle of the Bass Strait Naval Complex, its surrounding waters teeming with Red Navy warships and other military facilities, escape from this location is close to impossible. But for Oceanykans, "close to impossible" means "possible", and some rare escapes have been recorded, usually in the middle of a prison riot.

Like many other facilities of the infamous Federal Correctional Service, Curtis Island seeks to generate revenue from its inmates, both to keep them occupied and to feed the state. This particular place, however, is dedicated to scientific testing due to its lack of transparency. Companies throughout the world perform expensive but wholly secretive tests in pharmaceutics, chemistry, food products, medicine, weaponry and even physics. Not all is grim though, despite how liberally Curtis Island prisoners are used for questionable scientific testing, it does possess one of the best medical services in the entirety of the Oceanykan Federation. So they can keep doing it again, and again, and again.

There also exists one particular and extremely secretive federal agency which draws much of its monster fodder from lifetime convicts at Curtis Island.
