The Department of Transport is a federal ministerial department with the following missions;

  • Expand, maintain and protect the National Rail & Road System.
  • Run Oceanyka's only international airline, Qantas Airways Limited.

For these missions the Department of Security has two associations at its disposal: the heavily armed National Rail Worker's Syndicate and the more lightweight Public Works Service. Its head is the Minister of Transport, whose second hand is the Assistant-Minister of Public Infrastructure.

The Department of Transport is one of the youngest amongst its peers, created by the Constitutional Reform Act of 1962. Much like its siblings, having a Department of Transport in such a violent, anarchic, lawless nation represents a feat in and of itself, and exemplifies the "parallel institutions" approach which the Oceanykan People's Party has taken; it is neither for nor against anarchy, allowing regional powers to squabble amongst themselves while constructing institutions for the citizenry's use.

Another aberration is the existence of a National Rail & Road System. Much like the nation's electrical grid, local powers around Oceanyka maintain their own railways and roads, with varying gauges, quality and degrees of maintenance. However, Australia is a vast land, and interconnecting these disparate pockets of civilisation requires long transport lines, which is where the National Rail & Road System comes in. Its train stations, rails and train cars are managed by the worker-owned National Rail Worker's Syndicate, while the roads and highways are managed by the Public Works Service.

Finally, the Department of Transport manages Qantas Airways Limited, the only international airline regularly operating in Oceanykan soil. It is normally used for diplomatic missions, though a sizeable fleet is kept in some airports around the world for rather frequent commercial use (those being in New York, London, Berlin, Paris, Moscow and the most recent, Beijing). But this airline is not alone because of protectionist measures, quite the contrary, because no foreign corporation was willing to risk flying in air pirate infested skies. Qantas has brokered a deal with the Oceanykan People's Army Air Force where the latter will receive a hefty sum of money and combat experience for escorting the former's passenger aircraft.
