The Public Works Service is an Oceanykan government institution under the command of the Department of Transport, dedicated towards constructing and maintaining the National Rail & Road System, which connects a number of separate transportation systems around Oceanyka of varying size, quality, maintenance and rail gauge (normally around urban centres). PWS workers are trained to operate with extreme speed, and always armed, as their projects are usually far into the Outback or similarly isolated regions where danger always lurks around the corner. Notably, its relationship with the National Rail Workers' Syndicate is somewhat strained, as PWS bureaucrats perceive them to be red rabble-rousers who simply take over the railways they so painstakingly build. In reality, the NRWS "purchases" newly built rail from the PWS, and provides its own maintenance and repairs.
However, the Public Works Service is not as specialised as it seems, as the Department of Transport allows it to pursue private contracts to build a wide array of infrastructural projects. This is what the agency spends most of its time doing, and patching shot up or bombed up highways.
