All around Oceanyka there exist a number of small islands created by the East Australian Fault Line and other geological activity. Some of these, due to their favourable geography and significant isolation from the continent's hazards (as well as from international supervision), have been claimed as the headquarters of numerous associations. Thanks in large part to the rise of the spy genre such as the TV shows I Spy, Get Smart, comics such as Spy vs Spy and most importantly, movies like Dr. No, From Russia with Love and Goldfinger (all part of the now seemingly unstoppable James Bond Series), these "island lairs" are perceived differently in Oceanykan popular culture; as places where evil experimentations are carried out, prototype weapons are tested and where despicable men plan to take over the world.
The reality is not that far.
Who would build their headquarters in an isolated island in the most dangerous country in the world, where not even the mighty U.S. Navy dares to enforce freedom of navigation? The most common answers are criminals, mercenaries, PMCs, weapons development teams, foreign intelligence agencies and even some multimillionaires with questionable ethics such as the Rockefeller Family.
Island lairs are extremely dangerous raid targets, as they're usually guarded by elite forces. The rewards are equally enormous though, as these places might contain prototype technologies or stashed riches, excempt from all taxes and duties.
