The sale of creatures classed as beasts (i.e. animals not typically reared for livestock purchases) is legal within the city of Waterdeep. The trade in certain creatures is heavily monitored, with some being subject to licensing requirements and a few being outright banned within the bounds of the city.
Controlled creatures are typically those which produce venomous agents (eg. scorpions, certain snakes), creatures whose abilities pose a threat to civic infrastructure (eg. giant fire beetles), those whose size poses an innate danger to citizens (eg. giant frogs and toads, which have been known to swallow smaller races whole), and those classed as public nuisances (flying monkeys).
Aquatic creatures, if kept within the limits of the Deepwater Harbor, fall under the jurisdiction of T'quession. If improperly contained, their ownership is forfeit.
