14 - Vossoughi al Gharaq [1,869gp] Shipwright: Davoud Vossoughi: [HGT: 5ft, 3in; WGT: 160 lbs] He is a short, fat sweating young man with pretty bad facial hair. He's well-connected politically, but gets bored quickly unless he's talking about boats.  DRESSED IN: gray boots, a dark-brown belt, tan long pants, blue-green floppy hat, and a purple formal shirt. POSSESSIONS: wooden stake, apple, small cloth bag with 5sp.

Technically, there are no public authorities in Qutrub. The law is enforced by a detachment of the Zerzuran Wordbearers, who use staves, dogs, and specially bred trained macaques to promote balance and harmony (as elsewhere noted, Mashaya law is not well-understood by outsiders, and they are not subscribers to The Pandect).

Mr. Askari frequently quarters soldiers, dignitaries, rangers, and traders in his manse. He has a head for numbers, and loves to find out what people are doing in the wide world. He knows much of global trade patterns. He is concerned about rumors of a plot by Breccian captains to discredit a competitor with port authorities.
