Vesharan is the capital city of Teres and the largest city in Noravia's southern region. It is ruled over by Lord ().
The city is strictly divided between the subterranean Old City and the surface-built New City, with outsiders only permitted to visit the latter without explicit permission.
Geography
Vesharan lies along the side of a mountain lake which feeds into the Duhal river. Although not far from the Laertagnian border, the area is isolated by tall and inhospitable mountains which are difficult to cross from above.
The city's oldest settlements were originally built underground, and it has extended up onto the surface from great caverns in the mountainside. While much of the surface region of the city has been classified as the New City, it is in truth quite ancient itself, with many structures dating back to the period in which the dwarves first came up to the surface.
Weather
Vesharan's weather is warmer and drier than much of the neighboring region, but it is still prone to rainstorms in the warmer months. The city is well outfitted for drainage, preventing it from flooding in even the most torrential of rains.
Society
As a site of profound historical importance, Vesharan is a place of pride and respect, as well as a common destination for those seeking education and cultural knowledge. While its laws are strict, few offenses are punishable by more than fines, which are primarily used to maintain ancient sites and contribute to religious funds.
The city is also home to the Conservatory of Arcane Arts, a magical academy with a focus on evocation, elemental magic, and the creation of particular types of magic items. Acceptance into the Conservatory is often difficult, relying on references and hidden criteria in addition to aptitude.
Religion
Vesharan's Old City is regarded as a deeply religious site. Although its visitors and inhabitants are secretive about the rituals that take place there, the city still follows a strict set of religious laws, which even visitors to the New City are expected to respect and follow.
Government
As the capital city of Teres, the Lord or Lady of Teres serves as Vesharan's head of government, presiding over the city's parliamentary council.
