- Meanwhile the actual city is maintaining order mostly thanks to being in the honeymoon period of lifting British Rule
- As it turns out being able to see the Sun more than once a month does wonders for morale
- This situation is not sustainable and they badly need a mediator or, failing that, someone to all lock them into a room together until they've worked out the details of an interim government
- Meanwhile, as those groups are bickering, other power players are scooping up defacto control over city districts. If you can get them to work more closely together with the government then everything would go much more smoothly, whether the BAR and Carthage get along or not

- The PCs themselves could probably take over a Ward if they wanted. I'm assuming you haven't unless you tell me otherwise, but in terms of political influence you belong on this list
