The Great Council of Haven is a 480 member body elected at large from the The Merchant Houses of Haven.
It serves as the lower house of the The Republic of Haven and is primarily responsible for passing legislation and electing a new Governor when the old one dies.
In general it is considered a rubber stamp for the Sea Lords of Haven however the election of Governor Rodrigo Gonzalez Davila proved this is not always the case, at least when enough gold can be applied.
