The nine members of the Council of Sea Lords form the upper house of the The Republic of Haven. Elected for life, the Council has gradually acquired most of the power previously vested in the Great Council of Haven and the Governor of Haven. These nine men are generally considered the most powerful individuals in the Republic and the First Sea Lord (a position currently held by First Sea Lord Magistrate de Rojas) the most powerful of them.
