Although magic has been banned since the great plague it still exists, it’s still part of the fabric of existence and on occasion it congregates around (and the city authorities would say infects) certain creatures, sometimes these are sentient beings who have the potential to become magic users, but sometimes they are creatures. From Fire Breathing Fan Lizards in the Deep Swamp to magical monsters deep below the waves, magical creatures still arise, posing problems for the authorities who are sworn to exterminate them. On occasion such creatures even wander into the city itself and as a result there are well armed animal control departments in most neighborhoods. Parts of these animals can fetch high prices as they are valuable to alchemists, though this is a black market and highly illegal.
