A bustling seaport, Port Sena is the primary means of access to Cradle Bay for Aregrionno.

With connections to the river Alba and the Eastern Road, it provides a gateway between Unknown and the rest of the world.

Historically, the provinces of Val Luno and Val Ossus have had many disputes over the city. With the city effectively under twin rule, this has led to multiple occurrences of both sides amassing mercenary armies on their side of the river to put pressure on any negotiations taking place inside the city itself.

Port Sena is also famous for its masks, intrigues, and Carnival. Its influence has always stretched far beyond its official borders, being a connection between Cradle Bay and the heart of Aregrionno.

The city is stewarded by the Merchant Prince Dalvir Zoleri, who took a more prominent role in the direct rule of the city during the Siege of Port Sena.

Districts

Port Sena

Mezzi District

The Mezzi District is mostly a district of merchants, with a big focus on business and non-essential goods. The district is well taken care of, and cleanliness is clearly a priority. Structures are maintained, though signs of wear may still be apparent. It feels lived-in, but of a respectable quality in every regard. It features many banks, exchanges, tailors, artists, cobblers, and curiosity stores.

Scienza District

This district has a focus on education and the pursuit of knowledge. It houses the renowned Istituto della Conoscenza, one of the foremost universities in Aregrionno, if not the entire Northern Realms. While it has some classes on the practical implementation of magic, it is mostly focused on non-magical knowledge and brings forth some of the finest architects, merchants, artists, writers, engineers and scientists in the known world.

The district is incredible. Cleanliness, maintenance, and structural integrity are all of the highest standards. Loving attention seems to have been lavished on as many aspects as possible.

It features many archives and libraries, a popular public forum, and many housing facilities for academics as well as numerous scribes and clerks.

Saltworks

All the merchants and universities in the world are nothing without logistics, and that's where the Saltworks come in. This district is filled with warehouses, lumber yards, carpenter workshops, taverns and inns for travelers, and the famous Sena Shipyards. Enhanced by subtle magic, these shipyards can produce seaworthy vessels at a rate unrivaled in the Northern Realms. The district is passable: while not offensive to the senses of one that is well traveled, it could still be off-putting to those with lofty expectations. Structures may not be aesthetically pleasing but are generally functional.

Northern/Southern Slums

The university, shops and shipyards of Port Sena don't run on magic alone - it takes sweat and brawn, provided by those living in the slums north and south of the city. While the housing here is cramped and the people here definitely tend to be less well-off than those in the city, it is not a poor district: The nearby farmers are generally happy to share excess food with those living here, in return for extra help during harvest season.

Things are dirty and in a widespread state of disrepair, though some token effort may have been made at cleanliness. Streets are made of packed dirt or broken stone. They tend to be uneven, rutted, or muddy. Structures have likely received similar low levels of care, though there could be some disparity.

Law , Order & Politics

Port Sena

Collectively, the various law enforcement- and peacekeeping groups of Port Sena are known as the Shield of Sena.

Perhaps the easiest to explain, and most cut-and-dried relationship, is between Port Sena's official law enforcement and the local citizens.

Port Sena is a fairly “live-and-let-live” metropolis; the locals are naturally good-natured, and expect to be treated in at least a “fair” manner by the government.

Dalvir Zoleri has gone out of his way on a number of occasions to foster this thinking. Port Sena has numerous holidays and festivals, tied to whatever occurrence warrants the attention: a famous citizen’s birthday might be a celebration in the streets; an excellent harvest might mean a discount in the Market District for a day or two, or an unforeseen abundance of river cargo may mean taxes are reduced (for that day only!)

Locals feel safe in their town, for the most part, and that is mostly due to a central government that is strong but does not feel like it overly oppresses or confines them. If the city or district law enforcement intervenes in a situation, it is fairly clear to those involved that the situation has gotten out of control. City guard patrols in most districts as expected to behave in a decent, forthright manner. With few exceptions, professionalism and integrity are hallmarks of the “public face” of the government in Port Sena. Some districts may get by with a privatized security force, but even those are expected to have appropriate respect for the populace.

In the more adventurous districts, the local patrols look for trouble and keep a wary eye on newcomers, such as those carrying large weapon satchels, spellcaster-types, etc. They maintain a polite demeanor but are no-nonsense when it comes to security. The average citizen has much less to worry about from local law enforcement than the average adventurer visiting the city.
