Because of the catastrophic state of the planet several things occur.
1.) Acidic Rain - When it rains it is literal acid. Being unprotected in the rain will cause damage. Most structures even the poor are built to be able to handle this. The acid rain also can leave puddles of acid.
2.) Severe weather. Hurricanes / Tsunamis / Massive earthquakes / Blizzards / Tornados are a common occurrence.
3.) Non contaminated water is a very rare occurrence and any pure water left is guarded like a national treasure. Most races and people drink water on some what of a contaminated level.
W0 - Pure water
W1 - Reserved for Wealthy people. Most contaminations removed
W2 - contains small amounts of radiation but is more or less fine for the poor.
W3 - People who are desperate. Drinking this water is likely to cause disease.
W4 - Desperate people. Water will cause disease. and sickness
W5 - No longer water more or less.
4.) Severe heat waves. They happen a few times a month. But have temperatures that exceed 120+ degrees. Most places will shut down when these happen. Most cities have protection that causes the effects to be none existent when inside the city. These events occur on a regular basis and can be determined with a solar chart. Which are usually sold in month periods.
