Born a Fletchling Beastkin to a middle-class family of traders, he kept his Beastkin nature hidden. Happiness and popularity ended when his family was accused of smuggling. While in prison, he falls in with Fletchling freedom fighters called the Widow’s Sickle. Once released he becomes the face of the movement. Unknown to him the organization masks a criminal enterprise. Discovering this, he works in secret with the police to collect evidence against the Sickle. Secrecy and paranoia drive him and the police detective, Craine, to keep his name out of the investigative files. This has tragic consequences when Craine is killed by the Widow’s Sickle. Having now learned of Craine’s secret investigation, the police execute raids against the entire organization, but the kingpins escape justice.
In the end the police think Locksley is a criminal, the Widow’s Sickle know he is a spy, the city recognize him as the leader of a crime syndicate, and the Fletchlings blame him for worsening relations. To escape he takes on the guise of his Beastkin hybrid form and travels to First Landing following rumours that the criminals of the Widow’s Sickle have fled to the Shadow Plane in this area.
