The Encrusted hails from one of the ruins of the ancient Dwarves, and is their creation. He escaped at some point, and ended up in Aburayan Springs.
The Encrusted is a short and stubby clockwork Inconnu that operates in the Druidic shrine in Aburayan Springs. He is perpetually covered in rime, frost, snow and ice. One of his eyes is missing; on his forehead above the empty socket, there is a tiny screen that he uses to aid his expressions.
