A high-ranking Unknown who looked after soldiers for the Pact during the occupation of Gildenwind, Toghat was first encountered during the events of For the Claws of Freedom, where he was known for being harsh and relentless towards the burgeoning resistance, to the point where he took civilian hostages and threatened to kill them if no resistance members came forward. Upon being challenged to a duel by Gharok, Toghat accepted and was slain, allowing the citizens to go free.
