Ryman Locke is the Chief Inspector of the Inspectorate. He is a young man, and former member of the Imperial Army (Scouts), who quickly rose through the ranks, as opponents to his rise were always found to be corrupt, or otherwise discredited. With many believing Ryman to have had a hand in these revelations.
He is a short and weaselly looking man, with shoulder-length black hair, combed back; and small, dark eyes. He is soft-spoken and somewhat unassuming.
Ryman generally wears a sturdy black leather coat.
