The Oceanykan Red Navy is an attempt at centralising naval power by the Council, created during the Constitutional Reform Act of 1962 to replace the levy fleet, which had failed to defend Oceanykan territory twice in a row. Originally made up from volunteer ships and Farenday Pirate Navy defectors, the Red Navy has quickly grown to be a force in the world. Their headquarters is Melbourne, a bustling and prosperous city carefully engineered as a naval superfortress and naval production complex. This efficient naval production and access to Soviet technology have allowed the Red Navy to quickly build the most technologically advanced fleet in Oceanyka.
