With unsustainable Russo-Romanian losses in the Eastern Front, and little material support coming from Western Europe, the Russians were forced to consolidate a defensive line further into the Empire's territory. Sensing weakness in the eastern Entente forces, the Deutsches Heer transferred a large number of units towards this theatre, hoping to achieve a final victory. The Russian Empire came under siege from a combined Central Powers force and only held thanks to the emergency industrial programs enacted after the Russo-Japanese War, as well as Russia's enormous manpower pool.
