Regional Alert Level 4 refers to a situation in which the region has been visibly altered by violence and where regular life is impossible. These places have constantly experienced one form or another of high intensity conflict and are regarded as dangerous to even pass through. While battlefields are the most notorious of these, some slums may also be considered Level 4. North-eastern Oceanyka is infamous for hosting more Level 4 regions than any other part of the country.
