Regional Alert Level 5 refers to a situation in which there are no legal protections and the environment has been heavily affected or outright devastated by weapons of mass destruction (WMDs). Civilian life is completely impossible by any standard. Level 5 is special because it does not require a region to be in a certain tumoltous state for a constant amount of time, but rather is immediately classified as one as soon as there are confirmed reports of WMD use and the disregarding of all conventions and treaties with the enemy. Similarly, the restoration of these and the immediate cessation or WMD use will result in an immediate downgrade. Very few parts of the country are regarded as Level 5.
