Description:
Vicar Halim Tovarr is a man pressed thin by centuries of secrets. Slender and brittle as a pressed flower, he dresses in plain, earth-toned robes dusted with ancient ink. His long fingers are permanently stained with black and crimson ink, and when he speaks, his voice carries the slow, unyielding weight of buried ruins and forgotten tombs.

He moves with the careful precision of a scribe who has spent his life handling fragile relics—and perhaps, fragile truths.


Personality:
Patient as the mountains, meticulous as a clockmaker, and obsessed with control over the written word, Halim Tovarr believes that knowledge is both a weapon and a disease.
He speaks softly, almost reverently, treating conversation itself as a sacred, dangerous act. Secrets, he believes, must be guarded—not shared—for the safety of all.


Role in Ashkarin:
Vicar Tovarr presides over the Ashkarin Scriptorium, the greatest library and archival repository in the western lands.
He oversees the classification, study, and sealing of dangerous texts within the Vaulted Repository, located deep beneath the Temple of St. Kanatius.
Tovarr also holds a seat on the Council of Seals, advising the Overlord on matters of historical precedent, prophecy, and forbidden knowledge.
