Mishva’s fortress is still incomplete, and her army is relatively small. However, she garners more power and support among the Q’barran dragon born each day. With the power of Argonnessen behind her, control of Ka’rhashan is within her grasp.

Leader: Mishva Garodya Stormhorn has the backing of the Stormhorn clan and other disenfranchised dragon born throughout Q’barra.

Headquarters: The would-be conqueror’s troops gather at Castle Garodya, a sturdy stronghold in southwestern Q’barra.

Hierarchy: Mishva runs her organization with military precision, parceling out responsibility to capable commanders. As she sets out to conquer Q’barra, she plans to reward her trusted servants with territories of their own.

Members: Mishva’s army is made up primarily of young dragon born eager to prove their worth. Subordinate leaders assign these members to units based on skill and desire. Castle Garodya has a large body of soldiers, arcanists, priests, and support personnel.

The Stormhorn clan resides along the western edge of Q’barra, where the settlers of Hope have heavily encroached upon their territory. The clan is led by Mishva Garodya Stormhorn (she/her), a relatively young upstart who seized the reins of power through force and personal charisma as a disciple of the Wyrm of War. Mishva has shattered tradition as the champion of the Stormhorn Clan by rallying support for a direct assault on Wyrmwatch, which many of her followers view as a steppingstone to an attack on New Galifar. 

Mishva wields the Seal of the Lawbringer, a holy symbol that allows the wielder to impose divine order. Perhaps more importantly, Mishva has the backing of an elder blue dragon named Tarmahkan, who has provided the support of young dragons from his brood in addition to two magic swords—a frost brand shortsword and a scimitar of sharpness. Tarmahkan, a dragon lord of Argonnessen’s Vast, believes he has successfully evaded the scrutiny of the Eyes of Chronepsis, the draconic watch force that polices the actions of dragons in accordance with the draconic prophecy. 

If Tarmahkan truly has bested the scrutiny of the powerful Eyes of Chronepsis, it’s possible he's done so through the manipulations of the Lords of Dust. Alternatively, the Eyes of Chronepsis or a faction thereof secretly approve of his actions and seek to use him as an agent of change–perhaps replacing Rhashaak in shouldering the burden of containing Haka’torvhak.

Seal of the Lawbringer

A tool of order and control, the Seal of the Lawbringer is a tool of internal reform. This silver seal is engraved with the symbol of Lendys, the draconic deity of justice. Champions who wield the Seal of the Lawbringer are called to purge corruption within the dragonborn clans and fight the creeping influence of Khyber. The power of the seal defeated seditious uprisings from the Bloodbane and Moonscale clans in ages past.

Random Properties. The Seal of the Lawbringer has the following random properties.

  • 2 minor beneficial properties
  • 2 major beneficial properties
  • 1 major detrimental property

Breath of the Lawbringer. As an action, you can exhale the breath of the lawbringer in a 60-foot cone. Each creature in the area must succeed on a DC 17 Dexterity saving throw or take 10d6 cold and lightning damage and have their speed reduced to 0 until the end of their next turn. A creature that succeeds takes half damage and does not have their speed reduced. Once you use this ability, you can’t use it again until you take a short or long rest.

Deny Magic. The seal has 3 charges. You can expend a charge to cast dispel magic or counterspell as if expending a 5th level spell slot, with a +10 bonus to any ability check made as part of the casting. The seal regains 1d3 charges each dawn.

Destroying the Seal of the Lawbringer. Forged by the wyrms of Argonnessen, the only way to destroy the seal is with a tool of pure order in a place of pure chaos.
