There have been some grizzly attacks on gnolls in Saltar's Port which is probably why the town is under such a harsh lockdown.  The Resistance sent a cell down, they made initial contact with another rebel group, and then nothing else was heard from them.  The last message of the cell said the leader in Saltar's Port goes by the code name, Chicken Tender.

Maybe a more experienced group can deliver some answers.

Before the party left for Saltar's Port, Amachai helped create a teleportation circle with Xander and Kuato.  This was the first time they met Kuato, a jerbeen who travels around hidden in George's breastplate.

The party began the trek to Saltar's Port, sped up by DĂșne and Snow's skill.  They went through  Marshview and checked in with the Resistance there.  Amachai learned the runes for the teleportation circle, but it was underneath the rubble of a collapsed building so travel to and from it has to be done prone.

A day from Marshview the party got a message from Kuato saying that Ashbarrow was in open rebellion, get there as soon as possible.  Backtracking as quick as they could, the party teleported from Marshview and joined the battle.

Many folk had already died and the gnolls were gaining the upper hand but the party was able to rally the town and defeat the gnolls. Also, Amachai cast Moonbeam, but there were no shapechangers in the battle.   This was the first town to be liberated.

After a rest the party headed back to Saltar's Port teleporting to Marshview.  Two days later they came to the main road leading into the city.  On each side of the road, for over a mile long, folk were crucified (Sparticus style) and left there. 

A group of gnolls were making four folk construct their own crosses.  The party dispatched them without any trouble (Also, Amachai cast Moonbeam, but there were no shapechangers in the battle) and received a tip from the folk they rescued.

The city was under terrible persecution.  Papers were required to be carried if you were out of your neighborhood.  And the resistance was fighting back just as fiercely too.  

Hops, a luma they rescued, asked for the party to find his family and tell them he was alive.  He also suggested they enter town through the sewers at night.  The town walls were fortified and air patrols went by regularly.

The party went through the sewers as suggested and found their way to a room with giant gears turning.  These were what operated the elevators that moved goods up and down the cliffs from the port.  Also in the room were some werecrocodiles that attacked the party.  It took some work but the party defeated them.  Also, Amachai didn't cast Moonbeam, even though there were shapechangers in the battle.

With that, the party climbed up onto a deserted street in Saltar's Port.
