This is the tallest building in the town square. The clock itself hasn't worked in years, and there are periodic failed efforts to raise funds for its repair. The gates at the bottom of the tower are padlocked shut, and the stairs up are old and dangerous. Documents at the River City Public Library show there was originally a huge water clock built into the walls of the tower. But the old spigots and instruments were sealed up when the tower was refurbished in the 1970s. A caretaker named Wooster watches over the tower now.
