The cult's members are secretive and fanatical, often operating under the guise of charity and benevolence to hide their darker intentions. They are dependent on the Scrolls of Skelos for their liturgy and incantations.
Motivations: The Cult of Dagon seeks to awaken their god from his slumber in the deep abyss, believing that his rise will herald the end of the current world order and the beginning of a new age ruled by the ocean's dark powers. To this end, they have begun distributing vast quantities of fish to the impoverished residents of the Old Knot District.
