Silvillud has a constantly
fluctuating population, with the vast majority being military personnel.
After the Leodomite-Quillian War, the number of soldiers has decreased,
but there
is still a significant military presence within the Protectorate. In
terms of numbers, there are between 500-2,000 troops from each side,
however, in order to ensure neither Palingvyre or Rusager attempt to
take sole control,
the troop numbers are equal on both sides and movement of troops too and
from the Protectorate must be agreed prior by both parties and is
closely monitored.
Due to Silvillud’s unique
position both in terms of sovereignty and diplomatically, it is one of
few states that is a safe haven for undead. While many choose to move on
to
Quillus, many who still have connections within the countries may choose
to settle in Silvillud. There is however the understanding that, this
lacks the protection of Quillus itself. These undead are most commonly
from Rusager
or Palingvyre, with a few who have managed to escape persecution further
afield. In the case Rusager and beyond these undead will have had to
flee ‘merciful execution’ as mandated by faith, whereas Palingvyre prior
to 1406 expelled undead to Silvillud as a point of procedure. After 1406
of course, undead became full citizens in Palingvyre.
In addition to civilian
undead, the living too grace these parts. Often those who cannot live in
normal society find acceptance among the dead walking. Silvillud is
home to an expansive
leper colony, Leper’s Rest, mostly humans and elves, who are cared for
by the dead who do not fear the disease. These blighted can travel here
from far and wide and there is a common route known as the Leper’s
Footsteps, that ends at Silvillud.
