The senior class of the Emperor's Arbiters of Wills, the Imperial Tribunal, convenes within. Clad in shimmering silver robes etched with intricate patterns, their pronouncements are word of the Everlasting Flame, delivered with the zeal of those ever certain in their justice.

The Arbiters of Will, are the judiciary of the Edge Empire, and the Star Chamber building is their home office. Dozens if not hundreds of the Arbiters have officers and rooms within the building at large, conducting whatever judicial, investigatory, or bureaucratic work they deem required for the Empire and the Everlasting Flame, hundreds more clerks and assistants zoom across the halls on their behest, all serving under the guidance of the Imperial Tribunal, who in turn, serve directly under the Everlasting Flame.

Among commoners and nobility alike, whispers are shared of hidden chambers beneath the Star Chamber, where the Arbiters use Examinators to conduct 'investigations', testing the loyalty anyone brought before them.
