The Logistics Oversight Executive (The "LOE")
This is a specialized, high-authority wing of the Arbiters of Will. While the standard Arbiters scan for dissent and crime, the LOE scans for inefficiency.
They are the "Imperial Auditors." They have the legal authority to walk into a House Valori warehouse or a College for Scientific Advancement lab and seize assets if they believe those resources are being "underutilized" for the betterment of the Empire. This may be rare or frequent, depending on the recipients' stature and the whim of the Arbiters (or the Everlasting Flame).
The Atmosphere: Their presence is signaled by the sound of rhythmic clicking, as they carry portable "Tabulating Engines" and are always accompanied by Clockwork Examinators modified with extra sensors to detect hoarded goods.
They represent the Everlasting Flame’s tightening grip.
In times of trouble, they are likely to be siphoning the city's power and resources away from "luxuries" (like the Grand Opera House) to fuel the Great Dams and the needs of the Obsidian Fangs.
